Dear Mr. Fiddes,
I am obliged by your letter of the 23rd. instant
and enclose a copy of the telegram we despatched to Shanghai
yesterday.
I quite realise that the immediate requirement of
the Viceroy of Hankow is £450,000, but as it would suit the
Corporation better to deal with the matter by including it in
a larger Loan for Railway purposes and as it appears from our
advices there is an opening for such a Loan, we have framed
our instructions accordingly.
Should the Viceroy decline thie proposal we shall
make an offer to provide the £450,000 only. The objection
to this course is that the Loan is apparently to be a short one
and of a non public character and without any contingent
advantages to the Corporation and if made on easy terms it will I feel sure he treated as a precedent for demanding like terms for the Railway Loan which we hope to secure instead of being regarded as establishing a claim for consideration.
